Police are appealing to the public for help in locating a federal offender who is known to frequent Hamilton.

The OPP’s Repeat Offender Parole Enforcement (R.O.P.E.) squad is looking for an individual who is wanted on a Canada-wide warrant who has reportedly breached his day parole.  

Police say Ryan Phillips is described as a 34-year-old black male who 5’7″ and 155 lbs. He black hair and brown eyes. He has tattoos on the right side of his head, left cheek, right hand, upper back, forehead and scars on his chest and upper back.  

Police say he is serving a sentence for robbery, use of an imitation firearm, theft and assault causing bodily harm. 

The individual is known to frequent the Ottawa, Toronto and Hamilton areas.
