A second man has been charged in a conspiracy to commit a murder.

On November 10, 2023, a man was shot in the parking lot of the Queenston Place plaza at 640 Queenston Road. The victim, 22, was shot multiple times. He was treated in hospital and has since been released. However, his injuries have permanently altered his life.

Witnesses on scene saw a black four-door sedan take off from the parking lot shortly after. The car sped away westbound on Queenston Road and was found ablaze in the city’s north end a short time later.

While investigating this shooting, Hamilton Police linked the attack to the planned murder of another person. As a result of this new discovery, they arrested Kamaldeep Dhaliwal on April 5.

At the time investigators did not disclose how many suspects they believed were involved in the plot or the nature of their evidence. However, on July 2 another name was added to the list.

Michael Francis, 27 of Niagara Falls, was arrested on June 28 on a charge of conspiracy to commit murder. Further information remains under wraps as the investigation continues.

Anyone with information can call police at 905-546-3836 or Crime Stoppers anonymously at 1-800-222-TIPS (8477).
